Kay Waggoner, Ph.D., became superintendent of Grapevine-Colleyville ISD on Aug. 1, 2004. Dr. Waggoner came to GCISD from Red Oak ISD, where she had served as superintendent since January 1997.

Dr. Waggoner has worked in public education for more than 27 years, with 20 of those in administration. Prior to being named superintendent in Red Oak, she held administrative positions in Joshua ISD and Eanes ISD. She began her career in Nacogdoches as a teacher.

Dr. Waggoner earned a Bachelor of Science degree in 1981 and a Master of Education degree in 1984 from Stephen F. Austin State University in Nacogdoches. She completed her Doctor of Philosophy degree in 1991 in conjunction with the Cooperative Superintendency Program from the University of Texas at Austin.

Dr. Waggoner served as president of the Texas Association of School Administrators (TASA) in 2006-2007 and has been a member of that organization for the past 20 years. In addition, she is serving on the Education Leadership Coalition, and the State UIL Legislative Council.
